I disagree it will happen at least in europe and the North American in a lot less than 10 years.

I have been following mesh technology for providing coverage connectivity for a while. The one laptop per child project has pushed it a long way with the help of the gods of mesh at MIT view this highly technical pdf poster on one of there trials http://web.media.mit.edu/~ypod/DL_May07.pdf
